Worth a try...
Calling this Mizon Collagen Power Lifting Toner a toner seems a bit misleading to me since it's really a serum that you apply after cleansing and leave on the skin. It's got a gel consistency and doesn't evaporate away after application, it dries and creates a firming effect on the skin. It's worth knowing that Collagen in it's plain form has molecules which are far too big to penetrate the skin so applying it directly to the surface of your skin doesn't do very much. There's Hydrolysed Collagen in this toner which is a Collagen that's been broken down into smaller particle to allow absorption. Along with the Collagen is a collection of other interesting ingredients and it all adds up to an interesting product.

Marine collagen - not suitable for vegetarians and vegans
I was surprised at the consistency of this toner as it's much thicker than any I've used before, being more of a gel than a liquid. That being said it's easy to dispense from it's glass pump bottle.
